3. בקשה לפטור מאגרה
מגיש ערר שמתקיים בו האמור בתקנה 2(1) או (2) יצרף לכתב הערר בקשה לפטור מאגרה וראיות מאת הרשות המקומית שבה הוא מתגורר, בדבר היותו זכאי או נזקק כאמור בתקנה 2.
