19. תשובת הנקבל לקובלנה
(א)בתחילת הדיון יזהה יושב ראש ועדת משמעת את הנקבל, יקרא לפניו את הקובלנה וישאל אותו לתשובתו לקובלנה.
(ב)הנקבל רשאי להודות בעובדות הנטענות בכתב הקובלנה, כולן או מקצתן, או לכפור בהן וכן לטעון עובדות נוספות, בין אם הודה כאמור ובין אם לאו; לא כפר הנקבל בעובדה, יראוה כאילו הודה בה, זולת אם החליטה ועדת המשמעת שלא לראותה כך.
