כפר הנקבל בפני ועדת משמעת בעובדות הנטענות בקובלנה, כולן או מקצתן או טען עובדות נוספות, רשאים התובע ואחריו הנקבל להביא עדים מטעמם ולהגיש ראיות אחרות.
