3. תגובת נילון
(א)ראה התובע כי יש לכאורה ממש בתלונה, ימציא לנילון העתק מהתלונה, וייתן לו הזדמנות להשיב עליה בכתב בתוך 14 ימים מיום שהומצאה לו או בתוך תקופה ארוכה ממנה שקבע התובע.
(ב)משעברה התקופה האמורה רשאי התובע להגיש קובלנה לוועדת משמעת אף אם לא השיב הנילון על התלונה.
