לא יפעיל אדם בלון, עפיפון, רקטה בלתי מאויישת, מטוס זעיר, או מטוס הדרכה זעיר באיזור אסור, באיזור מסוכן או באיזור מוגבל אלא באישור הרשות המשתמשת באותו אזור או המפקחת עליו.
