מחזיק ברשיון הפעלה אווירית בחקלאות יתיר למנהל, למפקח או ביקורת לשוטר לבצע בכל עת ובכל מקום, לרבות ביקורת במקום ובעת ההפעלה, כדי שיוכלו לקבוע אם מחזיק הרשיון עומד בדרישות התקנות ובתנאי הרשיון.
