לא יפעיל מחזיק רמ״א כלי טיס שתעודת הסוג שלו ניתנה אחרי כ״ו בתשרי התשל״ב (15 באוקטובר 1971), שלו תצורה של יותר מ־8 מושבי נוסעים, פרט למושבי הטייסים, אם יושב במושב טייס אדם שאינו טייס מפקד, טייס משנה, טייס בוחן מטעם מחזיק הרשיון או נציג מוסמך של המנהל.
