מוביל אוירי יוכיח להנחת דעתו של המנהל, כי עומדים לרשותו בנקודות לאורך הנתיב, כח אדם מיומן, מתקנים וציוד מתאימים, חלקי חילוף וחמרים ככל הנדרש למתן שירות נאות, אחזקה ותחזוקה קלה של המטוסים וציוד העזר.
