המחזיק ברישיון הפעלה אווירית לפי הפרק השנים עשר או השלושה עשר, יבטיח שאנשי צוות האוויר המנויים בתקנה 21ד לתקנות הרישיונות שהוא מעסיק בטיסות בין־לאומיות, הוכיחו את יכולתם לדבר בשפה האנגלית ולהבינה כאמור בתקנה האמורה.
