26. פטור מרישום בפנקס
על אף האמור בתקנות אלה, אין חובה לרשום בפנקס –
(1)תכשיר שלדעת המנהל נועד לשמש כחומר גלם לייצורו של תכשיר רשום;
(2)חומר הנועד, כפי שהוא, לשמש ברפואה, ברפואת שיניים או ברפואה וטרינרית, ללא עיבוד או שינוי כלשהם, זולת אם קבע המנהל אחרת לגבי חומר מסויים והודעה על כך פורסמה ברשומות.
