26. מגיש הקובלנה
קובלנה נגד טוען רבני בשל עבירת משמעת, תוגש על ידי מנהל בתי הדין הרבניים או בא כוחו, או על ידי היועץ המשפטי לממשלה או בא כוחו, בין ביוזמתם הם ובין על פי תלונת אדם אחר.
