5. בחינה
(א)המנהל יתן רשיון למבקש כמבוקש לאחר שעבר בהצלחה בחינה כאמור בפרק ד׳ אם הוא ממלא אחר תנאים אלה:
(1)הוא אזרח ישראלי או תושב קבע בה;
(2)הוא אדם הגון;
(3)נתקיימו בו התנאים הנקובים בתוספת השניה בטור ג׳, לצד הרשיון המבוקש על ידו כאמור בטור א׳.
(ב)על אף האמור בתקנת משנה (א)(1) רשאי המנהל לתת רשיון זמני לתושב ארעי לתקופה שלא תעלה על תקופת שהותו בארץ בהתאם לאישור משרד הפנים.
