6. פטור מבחינה
המנהל רשאי לתת רשיון, ללא בחינה, למי שממלא אחר תנאים אלה:
(1)הוא אזרח ישראלי או תושב קבע בישראל;
(2)הוא האדם הגון;
(3)הוא עונה על הדרישות המצויינות בטור ב׳ בתוספת השניה לצד הרשיון המבוקש על ידו כאמור בטור א׳ לתוספת האמורה.
