11. מקלט פנימי או חיצוני
מקלט יהיה מקלט פנימי, אולם רשאית רשות מוסמכת, אם שוכנעה שהתנאים במקום אינם מאפשרים להתקין מקלט פנימי, לאשר תכניות להתקנת מקלט חיצוני, ובלבד שיובטח שבניית המקלט החיצוני תיעשה במקביל להתקנת הבנין ובנייתו תושלם בטרם תסתיים בניית הבנין ולפני איכלוסו.
