מעבר טובין יותנה באישור עובד רשות המסים בישראל כי הטובין מועברים במקום אשר אושר לכך לפי תקנה 32ח, וכי הייתה עימם הצהרת ייבוא או הצהרת ייצוא, לפי העניין.
