38. סמכות להפסיק או לצמצם טעינה, פריקה וכיוצא באלה
מותר להפסיק או לצמצם כל טעינה, פריקה, קבלה או מסירה של טובין, אם לדעת גובה המכס עלולות פעולות אלה להביא לצפיפות בלתי רגילה במקום הנתון לפיקוח רשות המכס או במקום אחר.
