41. היתר למי שאינו בעל תעודת הסמכה
לא יינתן היתר לדרגת הסמכה המפורטת בתקנה 21(ב), (ג), (ד), (ו) ו־(ז) למילוי תפקיד המפורט באותה תקנה, למי שאין לו תעודת הסמכה, אלא לדרגת ההסמכה הנמוכה ביותר מבין הדרגות האמורות.
