לא ייתן מפקח היתר אלא לאחר שאישר הבוחן הראשי כי מי שלגביו מבוקש ההיתר מתאים או עשוי להתאים למלא את המקצוע והתפקיד הטעונים הסמכה בדרגה ובכלי השיט המבוקשים.
