6. מתן פנקס ימאי או אישור שירות
(א)מפקח ייתן לראשונה פנקס ימאי או אישור שירות, לפי הענין, למי שעמד בכל תנאי הכשירות המפורטים בתקנה 4.
(ב)המפקח רשאי, באישור המנהל, לתת פנקס ימאי למבקש שאינו אזרח ישראלי והוא תושב או תושב ארעי בישראל.
(ג)פנקס ימאי יינתן למבקש; אישור שירות שהוצא לימאי יימסר לבעל כלי השיט המבקש להעסיק את מי ששירותו טעון אישור שירות.
