1. הגדרה
בפרק זה, ”תקציב“ – לרבות אומדן התקבולים שיתקבלו בשנת הכספים אשר בעדה הוכן התקציב מתשלומי החובה שהרשות המקומית רשאית לגבותם על פי כל דין, כולל דמי שירותים, מכירות, השתתפות והחזרות משנים קודמות, וכן אומדן תשלומים שזמן פרעונם חל באותה שנה והפרשות לקרנות באותה שנה.
