2. הכנת תיק
החלטת השר בדבר סירוב לבקשת הכרה, או ביטול הכרה תתויק יחד עם כל אלה (להלן – התיק):
(1)הבקשה להכרה;
(2)הטעמים להחלטת השר;
(3)פרטים אחרים הקשורים בהחלטת השר לסרב לבקשה או בהחלטת השר לבטל הכרה.
