13. אפשר לתת רשיונות לגבי כתות מסוימות בלבד
רשיון הניתן לפי תקנה 11 אפשר לפרש בו שכחו יפה להוראה –
(א)בבתי ספר גבוהים; או
(ב)בבתי ספר תיכונים; או
(ג)בבתי ספר עממיים; או
(ד)בגני ילדים, או במחלקות ידועות מהמוסדות הנ״ל,
ואותם רשיונות יהא כחם יפה להוראה בכל בתי־הספר או בכתות שמדרגתם נמוכה מזו שלשמם ניתן הרשיון, חוץ אם פורש ברשיון יוצא מן־הכלל מסוים.
