ממונה על מחוז או נשיא בית משפט מחוזי יכולים לסרב ולא לקבל איזה ערב מחמת שאותו אדם אינו ראוי לכך מטעמים שהממונה או נשיא בית משפט המחוזי ירשמו אותם.
