לא יביע בעל זכיון בשידוריו מהפקה מקומית עצמית את דעותיו הפרטיות; לענין זה, ”בעל זכיון“ – לרבות עובדיו, ואם הוא תאגיד, לרבות מנהלי התאגיד ובעלי הענין בו.
