עד להתקשרות עם חברה מבצעת בהסכם פיתוח לפי הוראות סעיף 4(ב), תהיה חברת נת״ע – נתיבי תחבורה עירוניים להסעת המונים בע״מ חברה מבצעת כמשמעותה באותו סעיף.
