32. אצילה ונטילה של סמכויות
(א)מליאת הרשות רשאית לאצול ליושב ראש הרשות מסמכויותיה לפי חוק זה, למעט סעיפים 21(ז)(2), 26(א), 27(ה) ו־38, כולו או חלקו; הודעה על אצילה כאמור תפורסם ברשומות.
(ב)מליאת הרשות, בהחלטה ברוב חבריה, רשאית להחליט כי היא נוטלת סמכויות הנתונות לרשות בחוק זה, אם סברה כי יש הצדקה לכך.
