3. הסמכה לכרות הסכמים
שר האוצר, באישור ועדת הכספים של הכנסת, מוסמך לעשות בשם המדינה הסכמים בין המדינה, בין בעל הזכיון ובין בעל זכיון־המשנה, שיכילו את ההוראות, התנאים וההתחייבויות שייראו בעיניו ואשר יסכימו להם בעלי ההסכמים האמורים.
ואלה ההסכמים:
(1)הסכם התזרומת והתעריפים המאוזכר בסעיף 22 לשטר הזכיון;
(2)הסכם המיתקנים והשירותים הימיים המאוזכר בסעיף 23 לשטר הזכיון;
(3)הסכם שירותי שדה המיכלים המאוזכר בסעיף 24 לשטר הזכיון,
ומשעשה הסכמים כאמור, רואים אותם כבני־תוקף לכל מטרותיהם.
