רשות הרישוי רשאית ליתן רשיון לפי סימן זה, ואם המבקש הוא נהג חדש צעיר – היתר נהיגה, אם שוכנעה שמבקש הרשיון כשיר לנהוג ברכב שעליו הוגשה הבקשה ואיננו פסול לפי הוראות פקודה זו ושילם את האגרה שנקבעה.
