מי שנוהג רכב מנועי שעה שהוא לומד נהיגה בהתאם לכללים שנקבעו בתקנות ומלווה מורה או מדריך, או שעה שהוא נבחן בחינת נהיגה ומלווה בוחן שנתמנה על ידי רשות הרישוי, אינו זקוק לרשיון נהיגה.
