שום דבר האמור בפקודה זו לא יגרע מכל אחריות פלילית או אזרחית של נהג או של בעל רכב מכוח כל דין בר־תוקף אותה שעה, ובלבד שלא ייענש אדם פעמיים על אותה עבירה.
