בקשה לרישיון יגיש בעל המיתקן לרשות הרישוי בהתאם להוראות תקנות רישוי עסקים (הוראות כלליות), התשס״א–2000; בתכניות שיצרף יצוינו גם כל פרטי המיתקן באופן ברור, לרבות קיבול מכלי הנפט לסוגיו, וכן פירוט קווי מתח ומיתקני חשמל למתח גבוה ועליון, המצויים במרחק של עד 35 מטרים מהמיתקן.
