1. מטרה
מטרת תקנות אלה היא להביא להפנמה של העלויות החיצוניות הנובעות מהזרמה של שפכים אל הים, באופן שיעודד את צמצום ההזרמה לים ושיפור מתמיד באיכות השפכים המוזרמים לים, והכל לשם שמירה על המשאב הציבורי וזאת באמצעות הטלת היטל למניעת זיהום הים על הזרמת שפכים כאמור.
