3. חובת תשלום היטל ומניעת כפל תשלום
(א)בעל היתר ישלם היטל לפי תקנות אלה.
(ב)על אף האמור בתקנת משנה (א), בעל היתר המזרים שפכים שהעביר אליו בעל היתר אחר להזרמת שפכים אלה, לא יחויב בהיטל בעד הזרמת השפכים שהועברו אליו כאמור.
