האפטרירך בסינוד, לאחר שיימלך בדעת רואי החשבון שנתמנו עפ״י הסעיף הקודם, ובאשור שר הדתות, רשאי להתקין תקנות הקובעות את צורת התקציב השנתי והחשבונות השוטפים של האפטרירך בסינוד וההערכות השנתיות של הוצאות האפטרירך במועצה ושל המועצות המקומיות.
