על פי עצת המהנדס המכונאי הראשי, רשאי המנהל הכללי להוציא מן השירות ולמחוק מן הפנקס את כל הקטרים והניד אשר נתישנו או ניזוקו עד בלתי יכולת לתקנם. בדו״ח השנתי תתפרסם רשימה של כל קטר וכל מרכבה שהוחלט לבלי להשתמש בהם.
