19. פירושו של מתן סמכות
(א)מי שניתנה לו בתחיקת הבטחון הסמכות לעשות דבר או לכפות עשייתו, נתונות לו ממילא גם כל הסמכויות הדרושות במידה סבירה כדי לאפשר לו את העשייה או את כפיית העשייה.
(א1)הסמכה לעשות דבר או לדון בענין פלוני או להכריע בו – משמעה גם הסמכה לקבוע נוהל עבודה וסדרי דיונים ככל שאלה לא נקבעו בתחיקת הבטחון.
(ב)האמור בסעיפים 20, 21 ו־22 אינו בא לגרוע מכלליות סעיפים קטנים (א) ו־(א1).
