2. תחולה
תקנות אלה יחולו על –
(1)כלי שיט שבמימי החופין של ישראל, למעט כלי שיט צבאי ולמעט כלי שיט שבבעלות או בהפעלת מדינת חוץ בעת שנעשה בו שימוש בשירות ממשלתי לא־מסחרי של אותה המדינה;
(2)כלי שיט ישראלי – גם כשהוא מחוץ למימי החופין של ישראל.
