51. סעיף 51
(1)הוד מלכותו יעניק את החנינה המיוחדת, על־פי המלצת מועצת המינסטרים אך ביחד עם חוות דעתה.
(2)לא תוענק חנינה מיוחדת אלא לגבי אנשים שהוצא לגביהם פסק דין סופי.
(3)החנינה המיוחדת היא אישית וכוללת את בטול העונש, החלפתו או הקלתו, כולו או מקצתו.
