9. לפני הינתן ציוויים יש לשמוע את טענותיהם של בני אדם
לפני שתתקבל החלטה בנוגע למתן כל צו עפ״י פקודה זו יתן הרושם לכל אדם שנראה לו (לרושם) כאדם מעונין, אפשרות להשמיע את טענותיו, ככל אשר יראה לצודק, חוץ אם סבור הוא כי בהתחשב עם המסבות אין תועלת או אין אפשרות בכך.
