בתוקף סמכותה לפי סעיף 36 לחוק המים, התשי״ט–1959, מכריזה מועצת הרשות הממשלתית למים ולביוב לאמור:
1. אזור קיצוב
כל שטח מדינת ישראל מוכרז בזה אזור שצריכת המים בו תהיה קצובה.
2. ביטול
אכרזת המים (אזור קיצוב), התשכ״ב–1961, אכרזת המים (אזור קיצוב) (מס׳ 2), התשכ״ב–1962, ואכרזת המים (אזור קיצוב), התשכ״ד–1963 – בטלות.
