מלבד אם נאמר אחרת בכללים אלה, לא יקבל צרכן כמות מים מוקצית העולה על זו שהיתה קבועה לו ברשיון ההפקה שקדם לשנה שלגביה נקבעת כמות המים המוקצית; תוספות מים זמניות שנתנו לצרכן בשנה הקודמת כאמור, לא יובאו בחשבון בעת קביעת כמות המים המוקצית.
