9. סייג
(א)על אף האמור בצו זה ראשי המנהל להתיר בכתב –
(1)ייצור קמח מסוג שלא צויין בסעיף 2, לתקופה ובתנאים שייקבעו בהיתר;
(2)ייצור, אריזה וסימון אחרים מאלה שנקבעו בצו זה.
(ב)מתן היתר לפי סעיף קטן (א) או סירוב לתיתו, קביעת תנאי לנתינתו, התליתו וביטולו, מסורים לשיקול דעתו של המנהל.
