ביצע המפר מעשה אחד המהווה הפרה של כמה הוראות מהוראות החוק או לפיו, או לפי חוק הטיס, התשע״א–2011 – לא יטיל המנהל עיצום כספי יותר מפעם אחת בשל המעשה האמור.
