8. שיקולים בבחירת בעל רישיון חברת ביוב
בבואו לתת רישיון חברת ביוב למבקש, ישקול הממונה את כל אלה:
(1)יציבותו הכלכלית של המבקש;
(2)ניסיון המבקש בתחום הביוב והיקף תשתיות ההולכה והטיפול הקיימות;
(3)יכולתו של המבקש לתת שירותי הולכה וטיפול בהיקף הנדרש במרחב הביוב;
(4)שיקולים תפעוליים, הנדסיים, כלכליים, סביבתיים, בריאותיים ותכנוניים;
(5)ייעול משק הביוב והפיקוח עליו.
