11. שמירת דינים
(א)אין בקיומם או אי קיומם של הליכים מכוח חוק התכנון על מנת לסייג סמכויות מכוח צו זה.
(ב)אין באמור בצו זה כדי לשלול תרופה ממי שמצא עצמו נפגע מהפעלת סמכות בצו זה.
(ג)אין בקיומם של הליכים מכוח צו זה כדי לפטור אדם מאחריות פלילית בשל ביצוע עבירה לפי חוק התכנון.
