2. פסולים לייצג
על אף האמור בתקנה 1, לא יהיה אדם מיוצג בפני המוסד על־ידי:
(1)מי שחדל להיות רשאי לייצג נישום לפי הפקודה וכל עוד הוא לא רשאי כאמור;
(2)מי שהאישור שניתן לו כאמור בתקנה 5 בוטל על־ידי המוסד בהיותו סבור שהאדם מייצג את זולתו בצורה שאינה הולמת ייצוג בפני מוסד ציבורי או בגלל שלא מתקיימים בו התנאים שבפסקאות (1) עד (4) שבתקנה 1.
