נתקיימו במבקש התנאים שבפסקאות (1) עד (4) לתקנה 1 והוא לא פסול לייצג אדם על־פי תקנה 2, יתן לו המוסד אישור שהוא רשאי לייצג את זולתו בפני המוסד על־פי תקנות אלה.
