32. קביעת הצירים
(א)זכתה רשימת מועמדים במנדטים, יהיו לצירים האנשים ששמותיהם נקובים בראש הרשימה בזה אחר זה.
(ב)אם נפטר ציר או התפטר או נפסל מהיות ציר, יבוא במקומו האדם ששמו נקוב באותה רשימת מועמדים במקום הקרוב ביותר אחרי שמו של הציר היוצא.
