תחילתן של תקנות אלה חמישה עשר ימים מיום פרסומן ותקפן לשנה מיום תחילתן.
הערה: על אף האמור בתקנה זאת, מתקין התקנות התייחס לתקנות המרשם הפלילי ותקנת השבים, התשמ״ו–1986 כאילו תוקפן לא נקצב לשנה מיום תחילתן.
