30. מנין חוקי
(א)ישיבת המועצה היא חוקית אם השתתפו בה רוב חבריה ובתוכם היושב ראש.
(ב)החלטות המועצה מתקבלות ברוב דעות החברים הנוכחים בישיבה. היו הדעות שקולות, יכריע היושב ראש.
